The Illinois Department of Commerce and Economic Opportunity (DCEO) continues to deliver impactful programs to support economic development across the state. Here are some of the highlights:

🧑‍🌾 Illinois Grocery Initiative – Equipment Upgrade Round 2

Grocery stores, co-ops, and nonprofits can apply for grants to purchase energy-efficient equipment such as HVAC systems, refrigeration units, and lighting. While priority is given to stores in food deserts, the program is open to a wide range of underserved areas. Matching funds of 25% are required, and the deadline to apply is December 15, 2025.

👷 Illinois Works Bid Credit Program

Contractors hiring graduates of the Illinois Works Pre-Apprenticeship Program can earn bid credits to improve competitiveness on future state-funded projects. Registration is open now for interested contractors.

🎓 Grant Training & Office Hours

DCEO is offering monthly trainings for prospective and current grantees, covering topics like pre-qualification, budgeting, reporting, and audits. Weekly virtual office hours are also available on Tuesdays at 2 p.m.

🌞 Illinois Climate Bank Energy Efficiency Programs

Three new grants support local government efforts to adopt solar permitting software, expand solar outreach to income-qualified residents, and implement the Illinois Stretch Energy Code. Deadlines range from May 11 to May 23, 2025.

🏘️ IEPA Wastewater & Energy Efficiency Programs

The Illinois EPA has launched several programs:

  • Unsewered Communities Planning Grants – up to $30,000 to develop wastewater plans for underserved areas.

  • Lead Service Line Inventory Grants – to help communities meet state inventory mandates.

  • Energy Efficiency Trust Fund & Assessment Grants – for housing authorities and nonprofits to fund building upgrades and assessments.

🛣️ IDOT Funding Support Events

The Illinois Department of Transportation is hosting regional info sessions this spring on key programs: Economic Development Program, Safe Routes to School, and the Illinois Transportation Enhancement Program.

DCEO also highlights the Business Enterprise Program (BEP), Veterans Business Program (VBP), and a wide range of workforce tools, including Apprenticeship Illinois and job seeker support through Illinois workNet®.
